The Parking Lot Chat was a pre-episode bumper for the episode "Terrance and Phillip in Not Without My Anus" on the Second Season DVD.
Background
In the bumper, Trey Parker and Matt Stone claim that this episode is really their favorite and, now that it is being released, people can actually enjoy it for what it was. The cameraman tries to mimic MTV's style of camera work, much to Trey and Matt's chagrin. This is the only pre-episode bumper to not mock or try to be humorous.
