"I Can Change" is a song sung by Saddam Hussein in the film, South Park: Bigger, Longer & Uncut.
Background
In South Park: Bigger, Longer & Uncut, Satan begins having his doubts about Saddam Hussein, and decides not to bring him to Earth.
