This girl, who has no first name, has been shown in a few episodes such as: "Elementary School Musical", where she was shown talking to Annie Faulk before Stan, Kyle, Cartman and Kenny sang their song at the end, "Super Fun Time", where she was shown many times in the background, "The Ring", where it shows her and her two sisters, watching the Jonas Brothers 3D Concert on TV, with their parents. She was also given a speaking role in "The List" when the girls were discussing which girl has the cutest purse. When Millie submitted her opinion on two girls' purses, she responded to Millie by saying: "I don't think anyone disagrees that Jennifer's purse is cuter than Theresa's, but that doesn't make it the cutest." Bebe then went on to explain that the committee had already agreed that nothing with stripes could be in the top five cutest purses. She may have been shown in more episodes, but these were the most noticeable ones.
She is represented as a semi-popular girl, that isn't part of Wendy's group, but may be part of her extended group, because she is friends with some of the girls in Wendy's group. In "Elementary School Musical", she was shown talking to Anne before the boys did their final song. When the whole school was singing, she was shown again beside Anne while she was singing. It is displayed that these two are fairly good friends, and with Anne being popular, by most chance she is somewhat popular as well.
Appearance
She has short blonde hair that does a half-curl to the side at the bottom. She wears a navy blue coat, with black buttons running down the front. She also wears a black skirt (which is rare among the 4th grade girls, as Wendy, Bebe, Rebecca, Anne, Millie etc. all wear trousers. The only regular background girl to wear a skirt is the one with brown hair and a purple sweater with a gray skirt.). She normally wears a pair of black shoes.
Family
Here family is displayed as a very catholic family, as shown in "The Ring", and her mother and father are both drawn out to be very kind, religious people, sort of like Ned Flanders from The Simpsons, just not as much of a 'goodie two shoes' character shown with Flanders.
She also has two sisters, which can be seen in "The Ring". One of her sisters can be easily mistaken for... or probably is the Jenny. The two look very similar in appearance and both wear the same clothes, but unlike the Headband Girl, this girls hair is more of a dark brown than black. The two may be fraternal twins because they look about the same age. She wears a light blue jacket with dark blue trim and dark blue trousers.
She also has another sister which looks more like her with blonde hair. It is revealed that her name is Katie when her father addresses to her in "The Ring". Katie wears a blue shirt and black pants. She is very young, and perhaps around three or four years old.
The Foley Family
A very interesting discovery was found about the Blonde Girl's father, that the catholic man is actually Mr. Foley, the father of the three Ginger Kids. Not only this but the mother and youngest daughter are also members of the Foley clan. The mother's design, with the exception of the blond hair, is the same as before, she was even knitting just like the last episode, and the youngest daughter was also once a ginger. A possible scenario for this was that the child's blond hair laid dormant until she reached a certain age, but this was most likely another scenario were the creators just recycled a few people and gave them a new look (like they did with Heidi in the early seasons).
What this says about the Blonde Girl being a Foley isn't certain but because she has not official name as of yet and the last name 'Foley' is the closest thing she has to a name.
