The Council of Nine is the ruling organization of Imaginationland. The Council is made up of "some of the most respected imaginary characters" ever imagined. In the episode Imaginationland Episode II Butters encounters the Council of Nine at Castle Sunshine. It has not been explained if Castle Sunshine is the permanent home of the Council of Nine, or if the council was relocated there during the invasion of Imaginationland.
