Arkansas is a state in the South Central region of the United States. The "Four Million Child Blow 2000" worldwide recorder concert was held here in the Season Three episode "World Wide Recorder Concert".

The third graders of South Park Elementary are invited to the first worldwide recorder concert. Four million third grade students from all over the United States are invited to this event where they are to play "My Country Tis of Thee". The location of the concert is changed to Arkansas due to a terrible flood in Oklahoma, where the concert was originally planned to be held.
Mr. Garrison freaks out about going to Arkansas because it is where his parents live. He is upset that his father never molested him. During the trip, he confronts his parents about this. At the end of the episode, his father decides to hire Kenny G to pretend to be him and have sex with Garrison in the dark, which satisfies Garrison.
The children all play very badly at the worldwide recorder concert. At the last minute, the sheet music for the entire concert is replaced with the one containing The Brown Note. The boys fail to stop the concert and everyone plays the note. The whole world suffer the effects of the concert, and some (like Kenny) even die from pooping too hard.
Another reference is in Something Wall-Mart This Way Comes where the boys go to Arkansas to talk to the people at Wall-Mart Corporate HQ, where they find out that Harvey Brown, who is the president of the company. They later find out that they have to destroy the heart of Wall-Mart to put a stop to it.
