The AARP (American Association of Retired Persons) is first mentioned and seen in the episode "Grey Dawn" when Grandpa Marsh places a call to them because their rights are being violated by the destruction of their drivers liscences.

The AARP in the South Park universe are a militant organization by their hostage-taking and strict demands. The reason for this is because the Senior Citizens rights in South Park have been violated and need to be restored.
