Meet Professor Chaos at the South Park Bank.

Walkthrough

Head into the Bank of South Park. After talking with the financial consultant, you will play a wheel-spinning minigame. The spins are random. Although, you can use certain perks to avoid bankruptcy. Simply advance one economic rank to continue. Exit the bank and some rednecks will attack you.

Finish the battle to finish the mission and acquire the Horns of the Deplorable artifact, Oracle of the Deviant recipe, and the Professor Chaos Character Sheet.
