I believe there are some full free episodes on South Park's official website. Other than that though, there aren't any legal ways to watch the full show for free. You'd have to get HBO Max or another streaming service that has it.

I feel like focusing on Cartman can sometimes take away from the show if he gets more focus on him than the actual plot. I wouldn't say he "ruins" these episodes necessarily, but it could be beneficial to give him more of a supporting role more often instead of a major one.
It wouldn't really make sense that Cartman would be above Kyle, though. The set up was kind of there from the start.
Raisins, All About Mormons, Butt Out, and Casa Bonita. These episodes were all just boring imo.

Liane is definitely doing something wrong, but unlike Randy she's not outright malicious.
I think he was probably added to give a bit more diversity to the families in South Park, especially among the main characters. Most of the kids who have siblings only have one.
