I'm a big fan of seasons 12-15 and they feel a lot like the show's latter heyday to me. There's some great episodes in 10 and 11 but they just don't feel as cohesive to me as those other seasons.
I definitely feel like it's rare that I've had to cite season 10 for any character/world information on the show and that might be why it feels kind of light to me. There's a couple good stories but they don't feel consequential. Both seasons also have so much Cartman Vs. Kyle (Smug Alert, Cartoon Wars, ManBearPig, Urinal Deuce, Go God Go, Homeless, Tourettes, Imaginationland) throughout the season and not much of the other core characters though, with Butters getting a few good bits and Stan coming off a bit weaker than usual. It just feels like a very reduced, small South Park, with some very clear exceptions. The lack of Kenny is emblematic of that trend.
I feel like season 12 started to turn this back around. "Major Boobage" felt like a bit of a watershed at the time given it was seen by fans at the time as Kenny's first big episode since season 5. (There was some debate about "Best Friends Forever".) and then a lot of that season was well-received and we started seeing more of Craig, Jimmy, etc.
